Tara Dwyer is a Registered Apprenticeship Programs (RAPs) Director at ECEPTS. She
began her career as a toddler teacher and over the years has held various roles
focused on ECE Professional Development. In Philadelphia, Tara led the design and
implementation of the mentor component of a degree-based ECE Registered
Apprenticeship. During five years at the Pennsylvania Office of Child Development and
Early Learning, she worked on state policy around building cross-sector capacity and
support for equitable access to ECE career pathways, including apprenticeships. Tara
has extensive experience with systems change efforts and infusing a human-centered
approach into program design and development.
